Understanding the Workfare Income Supplement (WIS) Scheme

The Workfare Income Supplement scheme, launched in 2007, is a key pillar of Singapore’s social security framework, aimed at reducing income inequality and supporting lower-wage workers. By providing cash payments and Central Provident Fund (CPF) top-ups, WIS enhances financial stability for both immediate needs and long-term goals like retirement and healthcare. As of early 2024, over S$10.5 billion has been disbursed to more than 1 million eligible workers, demonstrating its significant impact.

For self-employed persons, the 2025 WIS payout offers up to $2,800 annually, split between cash (10%) and CPF MediSave contributions (90%). This structure acknowledges the unique challenges SEPs face, such as irregular income and lack of employer-sponsored benefits, ensuring they have both short-term support and long-term savings.

Why the $2800 Workfare Payout Matters in 2025

Singapore’s economy in 2025 continues to navigate rising living costs and global uncertainties. For SEPs, including freelancers, private-hire drivers, and small business owners, financial resilience is critical. The WIS payout serves multiple purposes:

  • Immediate Financial Relief: The cash component helps cover daily expenses, such as utilities or groceries, easing the burden of fluctuating income.
  • Healthcare Security: MediSave contributions ensure SEPs can afford medical expenses, a vital safety net for those without employer-provided insurance.
  • Retirement Savings: CPF top-ups bolster retirement funds, addressing the challenge of inconsistent CPF contributions for SEPs.
  • Incentive for Work: By rewarding sustained employment, WIS encourages SEPs to remain active in the workforce.

With enhancements announced in the Singapore Budget 2024, the 2025 payout reflects a higher income cap and increased support for older workers, making it more inclusive and impactful.

Eligibility Criteria for the $2800 Workfare Payout

To qualify for the 2025 WIS payout, self-employed persons must meet specific criteria, ensuring the scheme targets those who need it most. Here’s a detailed breakdown:

1. Citizenship and Age

  • Must be a Singapore citizen.
  • Must be at least 30 years old as of 31 December of the work year (e.g., 31 December 2024 for 2025 payouts). Those turning 30 in 2025 qualify from the month of their birthday.
  • Persons with disabilities are eligible regardless of age, receiving the same payout as those aged 60 and above.

2. Income Requirements

  • Average monthly Net Trade Income (NTI) must be between S$500 and S$3,000 for work done in the previous year (e.g., 2024 for 2025 payouts). Note: The income cap increased from S$2,500 to S$3,000 starting July 2025.
  • NTI is assessed after declaring income to the Inland Revenue Authority of Singapore (IRAS).

3. Property Ownership

  • Must reside in a property with an Annual Value (AV) not exceeding $21,000 as of 31 December of the previous year.
  • Must not own more than one property. If married, the spouse’s property ownership is also considered.

4. MediSave Contributions

  • SEPs must make the required MediSave contributions based on their declared NTI for the work year, without accounting for previous years’ losses.
  • Contributions must be completed by 31 December of the following year to avoid delays in payout.

5. Spouse’s Income (if applicable)

  • If married, the spouse’s assessable income for the previous year must not exceed S$70,000.

6. Employment Status

  • SEPs who are also employees in the same work year will receive the higher of the WIS payout for employed or self-employed status, not both.

Payout Structure for Self-Employed Persons

The WIS payout for SEPs is tiered by age, reflecting the greater financial needs of older workers nearing retirement. Below is the maximum annual payout for 2025, based on the enhanced rates announced in Budget 2024:

Age GroupTotal Annual PayoutCash (10%)CPF MediSave (90%)
30–34 yearsS$1,400S$140S$1,260
35–44 yearsS$1,960S$196S$1,764
45–54 yearsS$2,520S$252S$2,268
55–59 yearsS$2,800S$280S$2,520
60 years and above / PWDS$2,800S$280S$2,520

The payout is calculated based on the average monthly NTI, with higher earners within the S$500–S$3,000 range receiving slightly lower amounts. SEPs receive two-thirds of the payout provided to employees due to lower CPF contributions compared to salaried workers.

Payment Schedule for 2025

Unlike employees and platform workers, who receive WIS monthly or quarterly, SEPs receive their payout annually due to the need to assess NTI for the entire work year. Here’s how it works:

  • Earliest Payout: By end of April 2025 for work done in 2024, provided:
    • Income is declared to IRAS by 31 March 2025.
    • MediSave contributions for 2024 are completed by 31 March 2025.
  • Delayed Payouts: If income declaration or MediSave contributions are made after 31 March, the payout is disbursed within two months of completing contributions.

For example:

  • Declare NTI in March 2025 and complete MediSave contributions by 31 March → Receive payout by end April 2025.
  • Declare NTI in May 2025 and complete contributions by June → Receive payout by August 2025.

How to Apply for the $2,800 Workfare Payout

SEPs do not need to submit a separate application for WIS, as eligibility is determined automatically based on IRAS and CPF data. However, timely action is crucial to avoid delays. Follow these steps:

1. Declare Net Trade Income (NTI)

  • File your annual income tax return via the IRAS myTax Portal (Form IR8A for SEPs) between 1 March and 18 April 2025.
  • If your NTI is above S$6,000 or total income exceeds S$22,000, you are required to file taxes. Otherwise, voluntary declaration is recommended to ensure WIS eligibility.

2. Make MediSave Contributions

  • Calculate and pay the required MediSave contributions based on your assessed NTI for 2024. Use the CPF Board’s MediSave calculator for guidance.
  • Contributions must be made by 31 December 2025, but completing them by 31 March 2025 ensures the earliest payout.

3. Update Contact Details

  • Ensure your bank account and NRIC details are updated with the CPF Board for seamless cash disbursements via PayNow or GIRO.

4. Check Eligibility

  • Use the CPF Board’s WIS calculator on their official website (cpf.gov.sg/wis) to estimate your payout based on age, income, and contributions.

5. Monitor Notifications

  • The CPF Board will notify eligible SEPs via SMS or letter regarding their payout status. Check your registered contact details for updates.
