Express Entry CRS Changes: The biggest set of express entry crs changes in years went live on November 3, and Express Entry invitations have been on hold ever since. Immigration Minister Lena Metlege Diab announced the overhaul on October 16: candidates with Canadian work experience in a high-wage occupation, or a qualifying job offer in one, now earn extra Comprehensive Ranking System points, and a job offer no longer needs a Labour Market Impact Assessment. IRCC is recalculating every profile in the pool, which it said could take up to two weeks, and the sources we checked showed no round since October 28 and no announced restart date. The new factor can add as much as 150 points without a spouse and 140 with one. We’ll be updating this article monthly.
For a candidate sitting at 480 or 520, that matters more than any single draw. A software developer with three years of Canadian experience, for example, can go from 64 to 104 points on this one factor, while someone with lower wage experience gains nothing and may slide in the rankings as others rise. The changes arrived the same week Ottawa tabled its 2027 to 2029 levels plan, which holds permanent resident targets at 380,000 a year and earmarks about 100,000 in-Canada spaces for skilled workers through Express Entry and provincial nominations. This guide covers the new points, the draw pause, the fees and the steps to take before the first post-pause round. Some figures come from immigration news outlets quoting IRCC, since IRCC had not yet published a full revised grid, so confirm key numbers on canada.ca before you act.

What Changed in the CRS on November 3?
IRCC added a labour market factor on top of the existing grid. It works in two options, and the system gives you whichever scores higher.
Option 1 uses your Canadian work experience. You keep your normal points for length of experience, which for a candidate without a spouse run from 40 for one year to 80 for five or more. If that experience was in a high-wage occupation and lasted at least 12 months (1,560 hours), you add a bonus on top.
| Occupation wage level | Bonus added to experience points |
|---|---|
| At least 2 times the national median | 70 |
| 1.5 times to under 2 times | 40 |
| 1.3 times to under 1.5 times | 20 |
Option 2 uses a qualifying Canadian job offer in a high-wage occupation. The offer generally has to be for full-time, continuous work in Canada for at least one year after you become a permanent resident.
| Occupation wage level | Job offer points |
|---|---|
| At least 2 times the national median | 100 |
| 1.5 times to under 2 times | 70 |
| 1.3 times to under 1.5 times | 50 |
| Not on the high-wage list | 0 |
A job offer scores 0 points if the occupation is not on the list, and a candidate cannot claim both options. This is the first time since March 2025, when job offer points were removed, that a job offer carries weight in the CRS.
Who Counts as a High-Wage Occupation?
An occupation qualifies when its national median wage is at least 1.3 times the median across all occupations. The test applies to the occupation, not to your own pay, so a software developer earning less than the median still gets the points if the code is on the list. The list is updated regularly, so check the current version on the IRCC site rather than relying on a blog.
Examples reported for each tier:
2 times the median: senior government managers, engineering managers, mining engineers, specialists in clinical medicine and lawyers.
1.5 times to under 2 times: electrical and electronics engineers, software developers, registered nurses, power system electricians and secondary school teachers.
1.3 times to under 1.5 times: architects, web developers, social workers, industrial electricians and chemists.
Your NOC code matters more than your job title, because IRCC scores the code you enter. If your duties match a different code from the one on your profile, speak to a regulated immigration consultant or lawyer before changing it.
How Much Could Your CRS Score Change?
These examples use the pre-November grid values for Canadian work experience (35 to 70 points with a spouse, 40 to 80 without) plus the new tiers above. They are our own calculations, not IRCC figures.
| Profile | Old points on this factor | New points | Change |
|---|---|---|---|
| Single, 3 years Canadian experience, software developer (1.5 times tier) | 64 | 104 | plus 40 |
| Single, 5 years Canadian experience, specialist physician (2 times tier) | 80 | 150 | plus 70 |
| With spouse, 2 years Canadian experience, architect (1.3 times tier) | 46 | 66 | plus 20 |
| Single, no Canadian experience, 2 times tier job offer | 0 | 100 | plus 100 |
| Single, 2 years experience, mid-wage occupation, no offer | 53 | 53 | no change |
The last row is the quiet story. Candidates outside the high-wage list do not lose points directly, but everyone else rises around them, so their rank slips.

Pick your family status, years of Canadian experience, the wage tier of your occupation and any qualifying job offer. The tool shows your old and new points on the labour market factor and the difference. It does not calculate your full CRS score, because IRCC had not yet published a complete revised grid when this was written.

See how the labour market factor that took effect on November 3, 2026 changes your points. This covers only the Canadian work experience and job offer factor, not your full CRS score.
Based on the pre-November 3 experience points (35 to 70 with a spouse, 40 to 80 without) and the reported new tiers. You receive the higher of the experience option or the job offer option. Figures come from immigration news sources quoting IRCC, so confirm on canada.ca. This is an estimate, not an official score.
Express Entry Draw Pause: Where Things Stand
IRCC paused invitation rounds from November 3 while it recalculates the pool under the new rules. In its own words, as quoted by immigration consultancies, the recalculation may take up to two weeks, which would end around November 17. IRCC does not publish a draw schedule and posts instructions only when a round happens, so there may be little notice. In the sources we checked, the most recent update confirming no new round was dated November 4, so check the IRCC rounds page for today’s status.
The last rounds before the pause show how scores were behaving.
| Draw | Date | Category | Invitations | Lowest CRS |
|---|---|---|---|---|
| 448 | October 13 | Provincial Nominee Program | 752 | 772 |
| 449 | October 15 | Canadian Experience Class | 2,500 | 519 |
| 450 | October 16 | French-language proficiency | 5,000 | 435 |
| 451 | October 26 | Provincial Nominee Program | 792 | 761 |
| 452 | October 27 | French-language proficiency | 5,000 | 407 |
| 453 | October 28 | Transport occupations | 150 | 477 |
The French cut-off fell 28 points between the October 16 and October 27 rounds. The pool held about 228,724 candidates on October 25: 787 scored 601 or more, 20,535 scored 501 to 600, and 71,112 scored 451 to 500. After rescoring, those bands will shift.
Will CRS Cut-offs Rise After the Pause?
Probably, at least at first, because the new factor only adds points. One immigration consultancy projected Canadian Experience Class cut-offs of 530 to 555 and PNP cut-offs of 760 to 790 after the pause, and French draws between 420 and 460. Those are one author’s estimates, not IRCC data. The size of each round matters as much as the new points. A large round reaches deeper into the pool and lowers the cut-off, a small one does the opposite.
The practical takeaway is not to guess a number. Know your new score, know whether you qualify for a category draw, and have your documents ready, since invitations are valid for 60 days.
Job Offer Points Without an LMIA: How to Update Your Profile
IRCC asked candidates with a high-wage job offer that was not already in their profile to add it before November 3. Candidates with qualifying Canadian work experience already in their profile are rescored automatically. IRCC has not said whether offers added after the change will count in the rescore, so update now and recheck once rounds resume.
Because the online form had not been changed yet, IRCC told candidates without an LMIA to answer Yes to the LMIA question and enter LMIA number 00000, an issue date of 2026-01-01 and an expiry date of 2029-01-01. An LMIA no longer earns extra points or priority. Work permits are separate and still follow their own LMIA rules.
Before you submit, check three things. The offer should be full time, continuous and last at least a year after you become a permanent resident. The occupation code should be on the high-wage list. And the employer details should be accurate, because the profile is a legal declaration.
What Did Not Change
French language points stay at 50 for NCLC 7 or higher in all four skills with CLB 5 or higher in English, and 25 for NCLC 7 or higher in French with weaker or no English. IRCC has not announced plans to remove them or to stop French draws. A provincial nomination remains worth 600 points. Points for Canadian education and for a sibling in Canada are reported unchanged, and skills transferability is not affected. No changes to age, education or language points have been announced.
What Is Still Only a Proposal
IRCC’s final report on the 2026 consultations, released October 15, listed ideas that are not final: merging the Canadian Experience Class, Federal Skilled Worker and Federal Skilled Trades programs with a minimum of CLB 6 and high school education, keeping age points beyond 29, counting study related work, limiting study points to degree holders, narrowing trades points to Red Seal trades, and removing spousal and sibling points. Category rules are usually set in February, and a possible category for H-1B holders is unconfirmed. Treat these as signals about direction, not as rules, and do not change your plans around any of them.
2027 to 2029 Levels Plan: What It Means for Express Entry
On November 5, the same day as the federal budget, Ottawa published its 2027 to 2029 plan. Permanent resident targets hold at 380,000 a year, with a range of 352,500 to 422,000. The economic class midpoint is 244,700 a year, and French speaking admissions outside Quebec rise from 9.5 percent of the total in 2027 to 12 percent in 2029.
The headline number is larger. Canada could add up to 622,000 new permanent residents by the end of 2027 once up to 200,000 in-Canada temporary residents are moved to permanent status on top of the regular target. About 100,000 of those spaces are meant for skilled workers through Express Entry and the provincial nominee programs. The plan also aims to bring temporary residents down to 5 percent of the population by the end of 2027, from 6.7 percent. For Express Entry candidates who are already working in Canada, that is a signal the high-wage points are part of a wider shift toward people already in the country.
How to Apply for Express Entry After the Changes
Step 1. Check eligibility under the Canadian Experience Class, Federal Skilled Worker Program or Federal Skilled Trades Program.
Step 2. Take an approved language test, and complete an Educational Credential Assessment if you studied abroad.
Step 3. Find your NOC code and confirm whether it is on the high-wage list.
Step 4. Use the IRCC CRS tool to estimate your score, then add the new labour market points using the tables above.
Step 5. Create or update your Express Entry profile in your IRCC secure account. Profiles expire 12 months after submission.
Step 6. Wait for an invitation. If you are invited, you have 60 days to submit a complete application with documents, medicals and police certificates.
Step 7. Pay your fees and track the file in your IRCC account.
Express Entry Processing Time
IRCC has long published a service standard of about six months for complete Express Entry applications, but actual times change by program and volume, so use the IRCC processing times tool for the current number. The wait that matters now is different: the draw pause, the first round after it, and how quickly you can submit once invited. Have language results, your ECA, reference letters, police certificates and passport pages ready, since a 60 day window leaves little room for delays.
Express Entry Fees and Payment Schedule
IRCC raised permanent residence fees on April 30, 2026. Fees are paid when you submit your application, and the right of permanent residence fee can be paid then or deferred until later, in which case the new amount applies.
| Applicant | Processing fee | Right of permanent residence fee | Total |
|---|---|---|---|
| Principal applicant | $990 | $600 | $1,590 |
| Spouse or common-law partner | $990 | $600 | $1,590 |
| Dependent child | $270 | not listed | $270 |
Add language tests, the ECA, police certificates and medical exams, which are paid to third parties. The CRS changes do not add a new fee.

FAQs About Express Entry CRS Changes
What are the new Express Entry CRS changes?
From November 3, 2026, candidates can earn extra points for Canadian work experience in a high-wage occupation (20, 40 or 70 points) or for a qualifying job offer in one (50, 70 or 100 points). You receive the higher of the two, and the maximum on this factor is 150 without a spouse and 140 with one.
Do I still need an LMIA for job offer points?
No. A job offer for Express Entry no longer needs an LMIA, and having one does not earn extra points or priority. Work permits still follow their own LMIA rules.
Are Express Entry draws paused right now?
IRCC paused rounds on November 3 to recalculate scores, and said the work may take up to two weeks. The most recent confirmation we found, dated November 4, showed no round since October 28. Check the IRCC rounds page for today’s status.
Did the French language points change?
No change has been announced. French points remain at 50 or 25 depending on your English level, and French category draws continue.
Is the PNP still worth 600 points?
Yes. IRCC has not announced a change to the 600 point provincial nomination award.
How much does Express Entry cost in 2026?
A principal applicant pays $1,590 in government fees, made up of a $990 processing fee and a $600 right of permanent residence fee. A spouse pays the same, and a dependent child is $270.
Will my CRS score go up automatically?
If your Canadian experience in a high-wage occupation is already in your profile, IRCC recalculates automatically. A job offer has to be entered in the profile.
Is the program merger a done deal?
No. Merging the Canadian Experience Class, Federal Skilled Worker and Federal Skilled Trades programs appears in the final consultation report as an idea. It would likely need regulations and may not be settled until next year.
What is a good CRS score for Express Entry now?
It depends on the draw type. Before the pause, Canadian Experience Class rounds cleared in the low 500s, French rounds between about 380 and 435, and PNP rounds above 690. Scores after the recalculation may be higher, so compare yourself against the first post-pause round.
How many CRS points is a job offer worth now?
Between 50 and 100 points, but only for a high-wage occupation. The tiers are 100 for 2 times the median wage, 70 for 1.5 times and 50 for 1.3 times. Lower wage offers earn zero.
Can I get both the work experience bonus and the job offer points?
No. The system gives you whichever option scores higher.
How long is an Express Entry invitation valid?
Invitations to apply are valid for 60 days. Your profile itself expires 12 months after you submit it.
Which occupations are high-wage under the new CRS?
Occupations with a national median wage at least 1.3 times the overall median. Reported examples include software developers, registered nurses, engineers, lawyers and specialists in clinical medicine. Check the IRCC list for your exact NOC code.
When will the next Express Entry draw be?
IRCC has not announced a date and does not publish a schedule. Some consultancies expect rounds around November 16 to 18, but that is a forecast based on past pauses.
What happens to my profile during the pause?
It stays in the pool and is rescored, though IRCC has not announced an extension for expiring profiles. Check your expiry date and resubmit if needed.
Conclusion
The express entry crs changes reward a specific kind of candidate, someone working in Canada in an occupation the government sees as high-wage, and they do it by adding points rather than taking any away. If you fit, your score may jump by 20 to 150 points, and your odds change the moment draws resume. If you do not fit, your best moves are French language, a provincial nomination or an eligible category. Confirm your NOC code against the high-wage list, check your profile entries and job offer details, and keep your documents ready for a 60 day window. Check the IRCC rounds page for the restart, treat consultation ideas as proposals, and expect numbers to settle only after the first post-pause round. We’ll keep this guide current as IRCC publishes the full revised grid.
